sell ice to Eskimos

( idiomatic )  To  persuade  people to go against their  best   interests  or to accept something  unnecessary  or  preposterous . He's such a smooth talker, he could  sell ice to Eskimos . Smooth talker : Someone who has a very rare ability to say all the right things at the right time. Even when a situation is not in their favor, by the end of the night their uncanny ability with words has turned a unfavorable situation into an advantage. They are charming and possess all the people skills then some, they can talk their way out of or in into anything they want. Even more deadly if the person is hot. Basically they can sell a ketchup Popsicle to a woman wearing white gloves. If anyone else was speeding that fast they would be in jail, but Johnny is such a smooth talker the cop ended up escorting him where he needed to go.

flat-footed

Flat-footed: Slow, behind the times, stupid, dull, dumb. Not fast enough to "catch up". Jim was caught flat-footed in his response to the question regarding the latest techno gizmo's.

nothing short of

The   equivalent   of,   the   same   as, nothing   less   than   something What is needed is nothing short of a systemic change in which a whole array of new policies are pursued together that will be mutually reinforcing.

Plausible

The rationale behind the creation of the two Japans, and this tolerance of a lack of competition, seemed plausible : the efficient Japan would carry the rest of the economy, and the inefficient Japan would provide stability, jobs, self-sufficiency, and an implicit retirement system of small family businesses.

held at bay

The low returns to capital persisted because Japan operated largely outside the international capital markets. For years, foreign investors were held at bay. The Japanese government discouraged foreign companies from taking stakes in Japanese companies, establishing Japanese facilities of their own, or buying Japanese stocks on the open market.

inadvertently

e.g. Every effort has been made to trace all the copyright holders but if any have been inadvertently overlooked the publisher will be pleased to make the necessary arrangements at the first opportunity.

Cringe

bend one's head and body in fear or in a servile manner. "he cringed away from the blow" "she cringed as he bellowed in her ear" experience an inward shiver of embarrassment or disgust. "I cringed at the fellow's stupidity"
